The U.S. Citizenship and Immigration Services (USCIS) has introduced redesigned permanent resident cards, commonly known as green cards, and employment authorization documents (EADs). These documents allow individuals to verify their identity and work authorization. For example, they use EADs and green cards when completing the employment eligibility verification process (Form I-9).
These new green cards and EADs will contain updated imagery. The updates include new, bold artwork and a range of new security and fraud prevention features. For example, the updated cards would consist of new imagery of the Statue of Liberty against a backdrop of an American Flag. The EADs will have a bald eagle with an American Flag background. Both updates will include better integrated tactile printing into the artwork.

In addition, the cards will no longer display the cardholder’s signature and fingerprint. It also will arrange the data fields differently. These features will help to prevent fraud if cards are stolen and help prevent counterfeiting and abuse.
The use of these documents will remain the same in completing the employment eligibility process. However, employers and their representatives must adjust to these new documents when filling out Form I-9s.
Employers must understand that the new designs do not render cards with older designs invalid. As such, current cards will remain valid until their expiration dates. Sometimes, their validation may automatically extend through a notice in the Federal Register.
The USCIS stated they would use existing cards until they depleted the stock. As a result, some cardholders received the older designs even after January 30, 2023. Regardless of the card, it will remain acceptable for the Systematic Alien Verification for Entitlements (SAVE) and Form I-9 processes. Though some green cards that do not have expiration dates will remain valid, the USCIS does encourage these cardholders to apply for a replacement. This encouragement is to help prevent fraud or tampering, should they lose the card or it gets stolen.
These changes illustrate the constantly changing employment eligibility process and the importance of staying current. The best way to do this is by using an electronic I-9 management system.
